1. Episode summary
By the late 1990s, Ericsson was the world's third-largest mobile handset maker behind Nokia and Motorola, anchoring a broader telecom-equipment business that was strong in network infrastructure but already lagging on consumer-device share. In the years before 2000, Ericsson had moved to streamline component sourcing, concentrating key radio-frequency chip supply on a single Philips fabrication plant in Albuquerque, New Mexico. On 17 March 2000, a lightning-triggered fire at that plant contaminated clean-room stock; Philips' initial assurance that production would resume within a week proved wrong, and the contamination ultimately idled the facility for months. Ericsson, having no alternate qualified supplier for the affected parts, missed a critical new-product introduction and disclosed roughly USD 400 million in lost handset sales directly attributable to the disruption; the 2000 mobile-phone division result was a loss of around SEK 24 billion. In early 2001 the company announced a large efficiency programme, several thousand redundancies in Sweden and the UK, and on 1 October 2001 folded its handset operations into a 50/50 joint venture with Sony (Sony Ericsson). Over the following decade, the joint venture failed to convert its feature-phone design strength into a credible smartphone franchise; handset unit shipments fell from roughly 100 million in 2008 to around 12 million in 2011, and in October 2011 Sony bought out Ericsson's stake for about EUR 1.05 billion, ending Ericsson's participation in consumer mobile devices. The episode turned on whether Ericsson could read the structural exposure of its own supply chain and the changing basis of competition in consumer mobile quickly enough to keep a seat at the table as handsets migrated from voice devices to computing platforms.

3. OTA narrative
Observe. The observation apparatus at Ericsson did produce the signal — the Albuquerque fire on 17 March 2000 was reported to Ericsson's supply-chain organisation within days, and the initial Philips assurance of a week-long disruption was on the wire. What the observation activity did not produce, at the speed the situation required, was a second-level read on the gap between Philips' early estimate and the actual clean-room recovery timeline; Ericsson's own contemporaneous reconstruction, corroborated by Sheffi's interview-based account and by the Wall Street Journal reconstruction, is that senior executives did not receive a re-escalated signal until weeks after Nokia's supply-chain team had already revised its own internal estimate and moved to lock up alternate capacity. The difficulty-axis reading here is that the observation task — verify a single-source supplier's optimistic early estimate when the downstream product is a flagship handset launch — was routine for a top-three handset peer group in 2000; Nokia performed it inside the same information window. Think. The reasoning step that set up the 2000 shock preceded the fire: the earlier decision to concentrate key radio-frequency chip supply on a single Philips site, without a qualified alternate, was a deliberate simplification of supplier architecture that traded resilience for cost and coordination benefit. Inside the crisis window itself, the reasoning from "supplier says a week" to "therefore no action required from us" was the operative interpretive failure — a defensible-looking reading that nonetheless missed a case the peer group was reading correctly in real time. Across the longer 2002–2011 window, Sony Ericsson's interpretive reading of the smartphone transition — continued Symbian investment alongside a late and slow Android pivot — also under-weighted how fast the basis of competition was moving from hardware-design refinement to integrated software platforms. Act. Where execution failed was in converting a belated diagnosis into the kind of rapid recovery Nokia executed after the fire (Nokia re-engineered designs to accept alternate-vendor chips and locked up spare capacity globally within weeks) and, later, in shipping a smartphone platform competitive with iOS or with the leading Android vendors before share had already collapsed. However, much of what looks like an Act failure is downstream of the earlier Observe and Think errors: by the time Ericsson's senior team understood the fire's magnitude, most alternate capacity was gone, and by the time Sony Ericsson committed fully to Android, the window for a top-tier position had closed. Act was not the dominant root cause; it operated mainly as a transmission step that carried forward the consequences of the earlier phase failures.
4. Modality evidence
Direction.
The strategic choice that set the long-run trajectory of this episode was made in the late 1990s, when Ericsson's mobile-phone division — with Jan Wäreby as the divisional head — decided to concentrate key radio-frequency chip supply on a single Philips fabrication plant in Albuquerque as part of a deliberate cost-reduction and supply-chain simplification drive (Sheffi, The Resilient Enterprise, ch. on Albuquerque fire; Latour, Wall Street Journal, 29 January 2001). This was a specific, attributable directional commitment to an efficiency-over-resilience supplier model, not an oversight — it traded flexibility for reduced coordination cost at a time when handset margins were under pressure. The direction was wrong not in its internal logic but in its exposure profile: a top-three handset maker making a single clean-room its sole qualified source for a critical radio component was a strategic posture no reasonably-resourced peer would have left unhedged (Sheffi, The Resilient Enterprise).
The second directional act with load-bearing consequences was the formation of Sony Ericsson on 1 October 2001 as a 50/50 joint venture rather than a full exit or full commitment (Sony/Ericsson joint press release, 1 October 2001; Ericsson Annual Report 2001). The JV structure was chosen as a vehicle for preserving Ericsson's consumer-device presence while offloading operational cost and design risk; it was a specific, dated choice attributable to Ericsson senior leadership and the Sony Corporation. Structure.
The supply-chain architecture Ericsson had built by 2000 was a structural arrangement in which a single Philips fabrication site in Albuquerque held de facto authority over the production capacity of Ericsson's flagship handset lines. No qualified alternate supplier for the affected RF chips existed within Ericsson's sourcing network at the time of the fire (Sheffi, The Resilient Enterprise; Latour, Wall Street Journal). This was a structural exposure, not merely a process failure: the question was not how information flowed within the existing supplier network but whether the architectural arrangement of that network placed the required resilience asset — an alternate qualified vendor — anywhere in the system. It did not. When Nokia's supply-chain team moved within days to lock up alternate chip capacity globally, the capacity was available; Ericsson's team, once it understood the magnitude of the disruption weeks later, found that Nokia had already absorbed the available alternate supply (Sheffi; Latour). The structural gap — sole-source dependency — was the condition that made the subsequent process and observation failures consequential.
Within Sony Ericsson, the 50/50 governance structure — with the board split equally between the two parents — created a joint-venture architecture in which neither parent organisation had unilateral authority to redirect strategy or resource allocation (Sony/Ericsson joint press release, 1 October 2001; Ericsson Annual Report 2001). The JV was also headquartered in London, separated from both Ericsson's network-equipment R&D in Stockholm and Sony's consumer-electronics and software capability in Tokyo, limiting the transfer of either parent's institutional knowledge into the handset organisation. Processes.
The supply-chain monitoring and escalation process at Ericsson in March 2000 treated the initial Philips notification as a technician-to-technician operational communication rather than as a material business risk requiring immediate senior escalation and independent verification. Sheffi's interview-based reconstruction (corroborated by Latour's Wall Street Journal contemporaneous account) establishes that when the fire occurred, the signal reaching Ericsson's supply-chain organisation was filtered through a process that did not require independent re-verification of a sole-source supplier's optimistic early estimate — the week-long resumption forecast — before accepting it as the planning basis. Nokia's process was different: Nokia's Chief Component Purchasing Manager had independently noticed an anomaly in Philips' shipments before Philips itself had raised an alert, and Nokia's process routed that signal to senior leadership immediately (Sheffi, The Resilient Enterprise). The discriminating failure was therefore a process absence: Ericsson had no standing procedure requiring independent re-verification of a sole-source supplier's delivery estimate when the downstream impact was a critical product launch window.
Within Sony Ericsson, the product-development process reflected a multi-platform hedging posture — Symbian/UIQ, Windows Mobile, and eventually Android — rather than a concentrated platform bet (Aspara et al., Business History, 2019; Doz and Kosonen, California Management Review, 2008, for the industry comparator frame). The result was a fragmented software development pipeline in which Android integration was grafted onto existing feature-phone and Symbian processes rather than built as a primary development track. Capability.
Ericsson retained strong capability in network infrastructure engineering throughout the period and had demonstrated credible handset industrial design in the feature-phone era — the Walkman phone lines and Cybershot-branded cameras received market recognition. The capability gap that the episode surfaces is specific: Ericsson and Sony Ericsson lacked the software platform engineering and Android integration depth needed to compete with HTC, Samsung, and LG in the critical 2009–2011 window when the smartphone market reorganised around Android ecosystem participants (Aspara et al., Business History, 2019, for the industry-level characterisation of the smartphone-transition window). In the supply-chain episode, the capability to verify Philips' clean-room recovery timeline independently existed in principle — Nokia deployed analogous supply-chain engineering and procurement capability to make exactly that assessment inside the same information window (Sheffi, The Resilient Enterprise; Latour, Wall Street Journal). The more precise characterisation is that the capability gap was narrow and partly a consequence of the structural and process failures: Ericsson's procurement organisation did not have a standing alternate-supplier qualification protocol because the structural decision to sole-source had made such a protocol seem unnecessary. Culture.
The most precisely evidenced cultural mechanism in this case is the escalation-inhibiting norm that operated within Ericsson's mobile-phone division in March 2000. Sheffi's interview-based account, corroborated by the Wall Street Journal reconstruction, establishes that lower-level Ericsson employees who became aware of the deteriorating Philips supply situation did not escalate the information to divisional leadership — including Jan Wäreby — for several weeks, and that the inhibiting factor was fear of reprimand (Sheffi, The Resilient Enterprise; Latour, Wall Street Journal). This is a textbook won't-communicate rather than can't-communicate pattern: the information was in the building, the channels to Wäreby's level existed, but the cultural norm around bearing bad news prevented the signal from travelling upward at the speed the situation required. Nokia's contrasting behaviour — in which the same informational environment produced a rapid, senior-level response — is explicitly attributed by Sheffi to Nokia's cultural norm that bad news should travel fast within the organisation.
The cultural contrast with Nokia is the clearest evidence that the failure was substantially cultural rather than structural or process-mechanical: both organisations operated within broadly similar large-company telecommunications-industry structures and processes; the discriminating variable was the behavioural norm around internal escalation of adverse information. The Ericsson corporate history pages acknowledge the crisis and the subsequent restructuring but do not document the internal cultural pathway in the same level of specificity as Sheffi and Latour; the cultural characterisation therefore rests primarily on those two secondary sources, which are interview-based and contemporaneous respectively, placing this evidence in the middle reliability tier for modality identification.
