1. Episode summary
For most of the period 1960–2010, 3M (Minnesota Mining and Manufacturing) was regarded as one of the most consistent innovation machines in American industry. The company that grew out of sandpaper and Scotch Tape had, by the 1960s, codified a management doctrine associated with former chairman William McKnight: decentralised operating units, a "15 percent time" norm permitting technical staff to work on self-directed projects, a tolerance for failed experiments, and a goal of generating a meaningful share of sales from products introduced within the prior few years. Through the 1960s the company doubled in size, crossed the billion-dollar revenue mark, and extended into photographic, medical, and office-products lines; through the 1970s, 1980s, and 1990s the culture produced Post-it Notes (commercialised 1980), optical films, health-care and abrasives platforms, and a stream of smaller innovations that became the firm's branded identity.
The decision window that defines this case is the 2000–2010 decade. In December 2000 the board recruited James McNerney, a former GE executive, as CEO; he imported the Six Sigma discipline and extended it into research and development, cut roughly 8,000 jobs, and lifted operating margins from about 17 per cent in 2001 to about 23 per cent by 2005. Contemporaneous reporting and retrospective analyses document a parallel slide in the company's internal innovation metric — the New Product Vitality Index — and a thinning of long-horizon R&D. In 2005 the board replaced McNerney with George Buckley, who narrowed Six Sigma's reach, restored R&D spending, and by 2010 had 3M ranked third on Booz & Company's world innovation survey behind Apple and Google. The strategic question the episode turned on: can a process-efficiency discipline imported from a different industrial culture be applied to a research-and-development organisation whose output depends on unbounded exploration — and if not, how quickly can the damage be observed and reversed?

3. OTA narrative
Observe. Through 1960–2000 the observation apparatus at 3M was well-designed for a diversified technical manufacturer: a decentralised divisional structure, a formal metric (the New Product Vitality Index, tracking sales from products under five years old) that kept the innovation-health signal visible at the top, and a long-running cultural norm (15 per cent time) that surfaced bottom-up weak signals into candidate products. During the 2001–2005 McNerney sub-episode, the observation apparatus continued to produce the right signal — the vitality-index slide and R&D leading-indicator erosion were visible internally and visible enough to prompt a CEO change in 2005. The 2005 board transition, and Buckley's subsequent public statements distinguishing research from process manufacturing, indicate that by that point the industry-wide read on Six-Sigma-in-R&D was also available. Observation was not a root-cause phase for this episode. At the easy end of the difficulty axis, the long-run observation task for a diversified technical firm was routine; at the harder sub-episode of reading the Six-Sigma-on-R&D signal in real time (2001–2004), 3M's observation was late but not absent. Observe was not a root cause; it operated as a correctly-functioning transmission of the signal that ultimately prompted the 2005 reversal.
Think. The reasoning apparatus is where the episode's weight rests. The long-run 1960–2000 reasoning was of high quality: the McKnight-era interpretive stance — that diversification into technical-platform adjacencies, tolerance for staff-directed experimentation, and a sales-from-new-products discipline together produce durable innovation rents — was a correct reading of the industry logic for a diversified materials-and-technology firm, and successive management teams applied it faithfully. During 2001–2005 the reasoning deteriorated: the reasoning step that imported the GE Six Sigma discipline into 3M's research organisation treated product-development and fundamental research as defect-reduction problems amenable to the same variance-control techniques that work on mature manufacturing lines. The correct framework — that invention is exploratory and tolerant of variance by design, that imposing deliverable-linearity on research suppresses the weak-signal projects from which long-horizon products emerge — existed in the company's own institutional memory and in the broader R&D-management literature. Buckley's 2005–2010 reasoning reverted to the correct reading and narrowed Six Sigma's application. Across the full 1960–2010 arc, Think was the decisive phase: the reasoning stance that created the innovation engine, that briefly compromised it, and that restored it all occurred in Think. Think carries the strategic weight of the case. In success-frame language, Think was Hard-Correct across the long arc — the interpretive problem of sustaining exploration in a publicly-listed diversified company was genuinely hard — with an Almost-wrong sub-episode under McNerney that was caught and reversed.
Act. Execution across the full period was competent. Through 1960–2000 the operating apparatus — divisional P&L discipline, internal venture funding, a functioning patent-and-commercialisation pipeline, and a sustained willingness to let successful experiments scale into standalone businesses — translated the interpretive stance into actual products, and did so at scale. During 2001–2005 the execution of Six Sigma as a manufacturing programme was technically competent; the margin expansion from roughly 17 per cent to roughly 23 per cent indicates that the deployment itself was well-run. The problem was upstream in the reasoning, not in the execution. During 2005–2010 Buckley's execution of the partial reversal — exempting much of research from Six Sigma forms, rebuilding R&D spend, re-authorising longer-horizon projects — was similarly competent and was visible in the restored Booz-ranking outcome by 2010. Act was not a root cause. Execution functioned as a transmission step that faithfully implemented whatever interpretive stance Think had produced at each sub-episode.
4. Modality evidence
Direction. Three directional choices are recoverable with sufficient specificity, timing, and attribution to satisfy the Direction Evidence Rule's three-prong test. First, the McKnight-era management doctrine, codified in 1948 by then-chairman William McKnight, committed 3M to decentralised operating units, staff-directed exploration time, and an explicit sales-from-new-products ambition — a discrete directional choice by identifiable leadership that set the strategic frame for the following five decades (A Century of Innovation, 2002). Second, in December 2000 the board recruited James McNerney, a Jack Welch protégé from GE, as CEO; McNerney promptly launched a company-wide Six Sigma rollout, explicitly extended the programme into research and development, and eliminated the company's longstanding 30 per cent new-products revenue target — a directional departure from the McKnight doctrine that was public, datable to 2001, and attributable by name (Hindo, BusinessWeek, 2007; Peppers, Inc.). Third, in July 2005 the board replaced McNerney with George Buckley, who publicly declared that invention is "by its very nature a disorderly process" and cannot be scheduled like a manufacturing defect-reduction exercise, then acted on that view by narrowing Six Sigma's reach, restoring R&D spending by approximately 20 per cent to $1.5 billion, and exempting fundamental research from Six Sigma forms and reports — a specific, attributable counter-directional pivot (Buckley on-record remarks, quoted in Hindo, BusinessWeek, 2007; 3M Annual Report / Form 10-K 2005). Across the 1960–2010 arc, Direction is load-bearing in both its long-run stable form (McKnight doctrine sustained through successive CEOs) and its two destabilising and re-stabilising interventions.
Structure. 3M's structural architecture during the full episode was organised around close to one hundred autonomous profit centres, with individual business units split into standalone entities upon reaching approximately $200–300 million in revenue — a structural design that kept each division small enough to behave entrepreneurially while subject to P&L accountability (A Century of Innovation, 2002; Hindo, BusinessWeek, 2007). The reporting chain for these units ran through Group Presidents rather than through a centralised product-innovation hierarchy, ensuring that commercial and operational authority sat close to each division's technology base rather than being centralised at corporate level. Alongside divisional autonomy, 3M maintained a structural mechanism for funding projects that divisional budgets would not support: Genesis Grants of up to $50,000 per year, awarded by the corporate office to employees whose ideas were not picked up by their division, with approximately 90 grants awarded annually (Hindo, BusinessWeek, 2007). This dual structure — disciplined divisional P&L accountability at the periphery, corporate-level seed funding at the centre — meant that neither commercial gatekeepers at the divisional level nor a single-path approval process could unilaterally block nascent research. The structural intervention of the McNerney period is also recoverable: extending Six Sigma's reporting requirements into research did not change the formal divisional architecture, but it added a layer of deliverable-linearity and formal reporting within the R&D function that ran counter to the exploratory logic the architecture had been designed to protect, a tension Buckley resolved by re-drawing the structural boundary between manufacturing improvement and research at the 2005–2006 transition (Hindo, BusinessWeek, 2007; Zanini, "The Unsticking of 3M").

Processes. The operational machinery that connected 3M's structural design to innovation output was built around three interlocking routines. First, the New Product Vitality Index — the company's formal metric tracking the percentage of revenue from products introduced within the prior five years — kept innovation health visible at the top and served as the primary feedback signal that allowed management to detect and respond to the deterioration under McNerney; the vitality-index slide from roughly 30 per cent to 21 per cent by 2005 was the observable trigger for the CEO transition (A Century of Innovation, 2002; Peppers, Inc.). Second, the 15 per cent time norm operated as a formal process allocation — documented, defended institutionally, and separable from individual managers' preferences — that guaranteed a population of bottom-up exploration projects in every annual cycle, insulating weak-signal R&D from divisional-budget pressure; it was during 15 per cent time that Art Fry (using Spencer Silver's 1968 low-tack adhesive) developed what became Post-it Notes in 1974, with commercialisation by 1980 (A Century of Innovation, 2002; Hindo, BusinessWeek, 2007). Third, the 30 per cent new-products revenue target functioned as a management cadence — an annual accountability norm that linked divisional and corporate performance expectations to the innovation pipeline rather than only to margin. McNerney's elimination of this target in 2001 removed the instrument that made the innovation pipeline visible and consequential in planning cycles, contributing to the vitality-index erosion (Hindo, BusinessWeek, 2007; Peppers, Inc.). Buckley's restoration of the norm (revenue from new products returned to 30 per cent by 2010 under his tenure) confirms that the process machinery, once repaired, could regenerate the intended outcome relatively quickly (3M press release, 2010; Peppers, Inc.).
Capability. 3M's distinctive capability rested on a multi-platform material-science competence — adhesives, abrasives, fluorochemistry, nonwoven materials, and optical films — that had accumulated across decades of internal R&D and that no single competitor could replicate at the same breadth (A Century of Innovation, 2002). The depth and cross-divisional transferability of this capability was the mechanism behind the company's diversification model: a discovery in one division's laboratory could generate products in a different division's market because the underlying science was shared. The optical films business, which by 2005 accounted for the majority of new-product revenue under McNerney (Hindo, BusinessWeek, 2007; Peppers, Inc.), was itself a product of the accumulated optical and adhesive science built up across the prior three decades. The healthcare platform — entered formally via the Riker Laboratories acquisition in the mid-1960s, producing medical and dental products lines — reflects the same capability-led diversification logic: 3M brought adhesive, nonwoven, and surface-chemistry competence into the medical context rather than acquiring its way into healthcare as a financial play (A Century of Innovation, 2002; "History of 3M Company," International Directory of Company Histories). The Processes / Capability boundary test is applied here: would 3M's innovation output have survived replacing its technical staff with equally skilled strangers at any given decade? The cross-platform science, the proprietary adhesive formulations, the patent library, and the codified manufacturing processes — all documented and transferable — suggest the core capability was substantially institutionalised rather than residing entirely in specific individuals. Confidence on this boundary call is moderate, given that some long-horizon research advantages do travel with specific scientists; the case for Capability as a distinct contributor rests primarily on the breadth and irreplicability of the technology platform rather than on named-individual talent.

Culture. The cultural evidence is the most densely attested of the five modalities for this case, and it bifurcates into the long-run innovation culture and the McNerney-period disruption. The McKnight-era norm — formally encoded but behavioural in operation — established that technical staff were expected to follow promising avenues regardless of their relation to existing divisional mandates, that failed experiments were not penalised, and that team members who joined and failed on a venture project were guaranteed their previous positions; these were explicit, institutionally defended behavioural defaults, not aspirational statements (A Century of Innovation, 2002; Hindo, BusinessWeek, 2007). The 15 per cent time norm was as much a cultural signal as a process allocation: it communicated that the organisation's identity was explorer rather than optimiser, and that individual technical initiative was legitimately directed at unapproved questions. The McNerney period is legible as a cultural disruption precisely because Six Sigma's variance-reduction discipline carried an incompatible behavioural default — that deviations from process are defects to be eliminated rather than signals to be followed — which, when applied to research, systematically suppressed the exploration behaviour the innovation culture had been designed to protect (Hindo, BusinessWeek, 2007; Zanini, "The Unsticking of 3M"). The Buckley restoration (2005–2010) worked partly through structural and process repair, but the public communications around it — Buckley's on-record language about the nature of invention being intrinsically disorderly — also functioned as a cultural re-signalling: the CEO was explicitly re-authorising exploratory behaviour and explicitly delegitimising the defect-reduction frame in research contexts (Buckley on-record remarks, quoted in Hindo, BusinessWeek, 2007). The Processes / Culture boundary test confirms that Culture carries independent weight here: the formal process machinery (15 per cent time, NPVI, 30 per cent target) existed both before and after the McNerney period, but the cultural environment determined whether technical staff used exploration time productively or whether the organisation's behavioural defaults collapsed toward deliverable-linearity. The machinery survived; the norm had to be re-established.
